Regulations on the unified state register of cultural heritage objects (historical and cultural monuments) of the peoples of the Russian Federation

1. These Regulations establish the general principles for the formation and maintenance of a unified state register of cultural heritage objects (historical and cultural monuments) of the peoples of the Russian Federation (hereinafter - Single register).

2. The Unified Register is a state information system, which includes a data bank, the unity and comparability of which is ensured by general principles formation, methods and forms of maintaining the register (clause 2 of Article 15 of the Federal Law of June 25, 2002 N 73-FZ “On objects of cultural heritage (historical and cultural monuments) of the peoples of the Russian Federation”).

3. The Unified Register is maintained by the Federal Service for Supervision of Compliance with Legislation in the Field of Protection of Cultural Heritage (hereinafter referred to as Rosokhrankultura) on paper. The maintenance of the Unified Register can be carried out along with paper on electronic media.

In the event of a discrepancy between the information contained on paper and the information contained on electronic media, the information on paper takes precedence.

4. When identifying objects of historical and cultural value, Rosokhrankultura and the executive authorities of the constituent entities of the Russian Federation authorized in the field of protection of cultural heritage objects (hereinafter together - the bodies for the protection of cultural heritage objects), carry out their state registration in special documents.

5. Special documents in which data on objects of historical and cultural value are entered are registration cards, the form of maintenance of which is specified in the appendix to these Regulations.

Registration cards are filled out in Russian - state language Russian Federation. When filling out registration cards, it is recommended to enter data on objects of historical and cultural value on a computer or typewriter in a clear, bright font, without blots or errors.

Sections III and VII of the registration card, respectively, can contain a photographic image of the object, its plan, as well as a diagram of its location.

6. Account cards are part of the Unified Register and are subject to indefinite storage in compliance with conditions that ensure the prevention of their theft, loss, distortion, and falsification of entered data. Destruction of registration cards is not permitted.

If an object of historical and cultural value is included in the Unified Register, its registration card is attached to the corresponding registration file of the cultural heritage object.

7. Based on decisions of authorities state power Rosokhrankultura includes cultural heritage objects in the Unified Register by assigning them registration numbers and monitoring data on objects when they are registered in the Unified Register.

8. Registration numbers consist of Arabic numerals and are assigned to cultural heritage sites in general procedure as Rosokhrankultura receives information and documents specified in Article 17 and paragraph 2 of Article 20 of the Federal Law of June 25, 2002 N 73-FZ “On objects of cultural heritage (historical and cultural monuments) of the peoples of the Russian Federation” (hereinafter referred to as the Federal Law ).

9. The registration number of a cultural heritage object in the Unified Register is unique and cannot be assigned to another cultural heritage object, including in the event of a change in the category of its historical and cultural significance, as well as the Government of the Russian Federation making a decision to exclude this cultural heritage object from the Unified Register. registry

10. After inclusion of a cultural heritage object in the Unified Register, the information and documents specified in Article 17 and paragraph 2 of Article 20 of the Federal Law constitute the accounting file of the cultural heritage object.

11. Records of cultural heritage objects are subject to indefinite storage as documentary support for the Unified Register. Based on them, they are formed informational resources Unified register, ensuring its automated maintenance.

Destruction, as well as seizure of accounting files, any documents from accounting files or parts thereof are not allowed.

12. Reporting documentation submitted upon acceptance of work on the preservation of a cultural heritage object to the body for the protection of cultural heritage objects is subject to inclusion in the accounting file of this cultural heritage object.

13. The relevant authorities for the protection of cultural heritage sites provide individuals and legal entities with free information from the Unified Register contained in the documents specified in subparagraphs 3 - 10 of Article 17, as well as in paragraph 2 of Article 20 of the Federal Law.

14. Changes in information and documents of the Unified Register are carried out by the authorities for the protection of cultural heritage objects when monitoring data on cultural heritage objects, their examination and photographic recording, as well as when entering information about the presence of protection zones of cultural heritage objects into the Unified Register.

Changes in the information specified in subparagraphs 3 - 5 of Article 17 of the Federal Law are carried out in accordance with decisions of government authorities.

1. Approve the attached Regulations on the unified state register of cultural heritage objects (historical and cultural monuments) of the peoples of the Russian Federation.

The orders of the Federal Service for Supervision of Compliance with Legislation in the Field of the Protection of Cultural Heritage dated February 27, 2009 N 37 (registered by the Ministry of Justice of Russia on April 27, 2009, registration N 13843; Rossiyskaya Gazeta, 2009, N 92) and dated December 21 2009 N 238 (registered by the Ministry of Justice of Russia on January 29, 2010, registration N 16151; Rossiyskaya Gazeta, 2010, N 36).

The Unified Register is a state information system that includes a data bank, the unity and comparability of which is ensured through the general principles of formation, methods and forms of maintaining the register (clause 2 of Article 15 of the Federal Law of June 25, 2002 N 73-FZ "On objects of cultural heritage (historical and cultural monuments) of the peoples of the Russian Federation").

3. The Unified Register is maintained by the Ministry of Culture of the Russian Federation (hereinafter referred to as the Ministry of Culture of Russia) on paper and electronic media.

4. The basis for the registration of cultural heritage objects by the Ministry of Culture of Russia in the Unified Register are decisions of government authorities on the inclusion of cultural heritage objects in the register (decisions on accepting cultural heritage objects for state protection).

Submission by the cultural heritage protection authorities of documents confirming changes in information about cultural heritage objects registered in the Unified Register is the basis for the Ministry of Culture of Russia to enter new data about cultural heritage objects registered in the Unified Register into the Unified Register.

In the event of a change in the location (address) of a cultural heritage object, confirmation of information about the location (address) is provided by authorized bodies (organizations).

Documents (copies of documents) submitted to the Ministry of Culture of Russia are signed (certified) by hand or by a qualified electronic signature authorized official of the body for the protection of cultural heritage objects.

5. Registration of cultural heritage objects by the Ministry of Culture of Russia in the Unified Register is carried out by assigning registration numbers consisting of Arabic numerals to cultural heritage objects.

The registration number of an entry entered into the Unified Register consists of 15 characters arranged in the following sequence:

SS (1st to 2nd character) - code designation of a subject of the Russian Federation, established in accordance with the federal structure of the Russian Federation, defined by Article 65 of the Constitution of the Russian Federation;

GG (3 to 4 digits) - the last two digits of the year the entry was made in the state register;

B (5 character) - subsection of the registration number characterizing the cultural heritage object (monument - 1; ensemble - 2; place of interest - 3; object archaeological heritage - 4);

XXXXXX (from 6 to 11 characters) - a subsection of the registration number that is unique serial number cultural heritage site;

RPP (from 12 to 14 characters) - a subsection of the registration number indicating the object-by-object composition of a cultural heritage object;

K (15th character) - code characterizing the category of historical and cultural significance of a cultural heritage object (cultural heritage object of local (municipal) significance - 4; cultural heritage object regional significance- 5; object of cultural heritage of federal significance - 6).

6 Documents and information specified in paragraphs 2 and 3 of Article 20 of the Federal Law of June 25, 2002 N 73-FZ "On objects of cultural heritage (historical and cultural monuments) of the peoples of the Russian Federation" ("Collected Legislation of the Russian Federation", 01.07.2002 , No. 26, Art. 2519) (hereinafter referred to as the Federal Law), constitute accounting files of cultural heritage objects.

7. Registration files of cultural heritage objects are subject to indefinite storage in the federal body for the protection of cultural heritage objects, the regional body for the protection of cultural heritage objects. Based on these accounting files, information resources of the register are formed, ensuring its automated maintenance.

8. Reporting documentation submitted upon acceptance of work on the preservation of a cultural heritage object to the body for the protection of cultural heritage objects is subject to inclusion in the accounting file of this cultural heritage object.

9. Physical and legal entities has the right to receive from the federal body for the protection of cultural heritage objects and from the regional body for the protection of cultural heritage objects an extract from the register containing the information specified in paragraph 2 of Article 20 of the Federal Law.

10. Monitoring of data on cultural heritage objects included in the register is carried out by the regional body for the protection of cultural heritage objects in order to timely change data on cultural heritage objects included in the register.

Changes in data on cultural heritage objects included in the register, based on the results of the specified monitoring, are entered into the register federal body protection of cultural heritage sites.
