Biography

On April 19, 2001, he was elected chairman of the Duma Committee on Property at a plenary meeting of the State Duma.

Since May 23, 2001 - Deputy Chairman of the State Duma Commission on Public Debt and Foreign Assets.

On December 7, 2003, he was elected to the State Duma of the Russian Federation. Joined the United Russia faction. Became chairman of the State Duma Committee on Property.

On December 2, 2007, he was elected as a deputy of the State Duma of the Russian Federation of the fifth convocation on the list of United Russia (No. 6 in the Chelyabinsk region). He again became chairman of the State Duma Committee on Property.

On September 16, 2009, the State Duma appointed Pleskachevsky as its representative in the National Banking Council (NBC).

Born on September 27, 1956 in Tselinograd, Kazakh SSR. Parents were participants in the defense of Leningrad during the Great Patriotic War.

At the age of 13 I became interested in mountaineering. At the age of 19, he underwent complex surgery on the spine and received group 2 disability. Within a year he recovered and continued playing sports.

In 1973, after graduating from high school and correspondence school at the Moscow Institute of Physics and Technology (MIPT), he moved to Leningrad. In Leningrad he graduated from a vocational school and a technical college - a branch of the Leningrad Electrotechnical Institute of Communications (LEIS) named after Bonch-Bruevich (evening department). In 1990, he graduated from the Faculty of Retraining of Managerial Personnel of the Interindustry Institute for Advanced Studies at the Leningrad Financial and Economic Institute (LFEI) with a degree in economics.
