JSC "Unified Electronic Trading Platform" is the largest operator of electronic trading for government customers and commercial enterprises. EETP JSC, founded in 2009, is a shining example of a successful, dynamically developing company that guarantees its customers the most convenient and efficient work on the leading electronic trading platform.

The history of the company's development began in 2005, when the first electronic auctions were held to place government orders for the Moscow Government, constituent entities of the Russian Federation, interregional companies of the Svyazinvest group and the Sistema holding company. EETP JSC celebrated its official opening in 2009. The Unified Electronic Trading Platform was one of the first to begin conducting an open auction procedure in electronic form according to the new edition of Federal Law 94-FZ as part of an experiment to carry out pilot electronic trading for government customers. Since July 1, 2009, by Order of the Government of the Russian Federation No. 755-R, EETP JSC was included in the three platforms authorized to conduct electronic auctions under Chapter 3.1. Conducting auctions on the “Unified Electronic Trading Platform” allowed government agencies to significantly save budget funds: during the auction, the average savings amounted to 18%.

In accordance with Order of the Ministry of Economic Development of Russia dated October 26, 2009 No. 428, EETP JSC was among the winners of the competitive selection of electronic platforms and became a national operator of electronic trading for government orders with accreditation until 2015.

This is a supplier registration procedure, when EETP Roseltorg reviews the documents submitted for accreditation, checks their correctness, as well as the absence of founders in the register of unscrupulous suppliers.

Accreditation means that the supplier meets legal requirements and can participate in electronic trading. Based on the results of a positive decision, the supplier is included in a special register. We have prepared instructions for accreditation on the Roseltorg electronic trading platform.

Terms of accreditation at the Roseltorg site

According to 44-FZ, the electronic trading operator is obliged to review supplier applications and make a decision on approval or rejection of the application for accreditation within 5 working days. Accreditation for Roseltorg is no exception when it comes to government procurement under 44-FZ, and not registration on the Roseltorg commercial platform, which has different requirements.

The accreditation period for the Roseltorg site is three years. However, in reality it is 2 years and 9 months.

3 months before the expiration of the term, the participant is deprived of the right to submit applications and is required to undergo accreditation at the Roseltorg site for a new term. You can find out the date of accreditation of an organization in the register of Roseltorg participants by TIN or company name.

Accelerated accreditation to Roseltorg

The actual processing time for accreditation at Roseltorg may be less than 5 working days. It depends on the site's load. In the summer, the decision may take 2-3 days, and in the spring and autumn, when a lot of tenders are announced and there is a peak in accreditations, it can take 5 working days.

If accreditation is needed for a specific auction, and there are less than 5 working days left before applications are submitted, urgent accreditation to Roseltorg will be required.

Accelerated accreditation to Roseltorg has advantages

Accreditation for Roseltorg requires care when preparing and processing documents sent to the site. Documents must be valid (not expired) in the latest editions. Carefully check the dates and validity periods of documents and the availability of attachments.

Documents must contain all pages, including front and back, containing information. Each sheet of the document must be clearly readable, all places in the document must be legible.

There should be no black lines from the copier or glare from the scanner that make it difficult to read the information.

It is not enough to have the correct package of documents for accreditation. The most important thing is to correctly convert documents into electronic form.

At this stage there are the most errors and site refusals. There are photographs taken on the phone with fingers holding a document and against the background of a carpet. Pages oriented upside down and other indicators of a frivolous attitude towards accreditation on the site.

It is useless to hope for chance. Only you know that everything is in order with the documents. During accreditation, Roseltorg evaluates exactly those electronic files that were provided by the participant.

List of documents for the Roseltorg site

  • Charter for a legal entity, copy of passport for individual entrepreneurs and individuals
  • An extract from the Unified State Register of Legal Entities or Unified State Register of Individual Entrepreneurs no older than 6 months (an extract in electronic form certified by an enhanced qualified digital signature of the tax authority is permitted).
  • A document confirming the authority of the person for whom the electronic signature is issued to undergo accreditation (decision, order, power of attorney)
  • A document confirming the authority of the head of the organization
  • Decision to approve a major transaction based on the results of trading on the site

A scanned copy of the extract must contain the UNFS seal, i.e. If the document is bound and the seal is on the reverse side, do not forget to attach a scan of the back of the extract. If changes have been made to the organization's Charter, they must be attached.

Accreditation process for Roseltorg

To submit documents for Roseltorg accreditation in electronic form, you will need an electronic signature issued by an accredited certification center. A regular electronic signature for submitting reports to the tax office or from a client bank will not be suitable for these purposes.

Accreditation on the Roseltorg site begins with the Suppliers section on the main page of the site. Select Accreditation from the menu, second from the top.

On the accreditation page on the Roseltorg site there is a large amount of information with many requirements, conditions, and links. An entire table is devoted to the technical requirements for setting up a computer and browser to work on site.

The application for accreditation to Roseltorg is submitted through the Internet Explorer browser. This is not the most popular browser. There is a joke that this browser is only needed to download other browsers. Now we can say that not only. It is also needed for registration on Russian electronic trading platforms. The new Microsoft Edge browser is not recommended, as is the Windows 10 operating system, for which it was created to replace the old Explorer.

If your email signature and browser are not configured to work on the site, then you will not be able to move forward. We recommend that you plan this setup in advance and allow plenty of time.

Sometimes the setup process can take several hours or even more.

Next, you need to select the legal form of the company and start filling out the application form.
When filling out the form, be extremely careful to fill out all required fields. Make sure to attach all required files and sign them electronically.

Be sure to save your login and password for the site. In the future, you will be able to enter the site using an electronic signature without entering a password, but you will need them in a year to bind a new electronic signature, otherwise you will not be able to log into your personal account.

After filling out all fields of the application form, attach each document to the right place and sign the digital signature. Next, sign the accreditation application with an electronic signature and send it to the site.

If an application for accreditation to Roseltorg has already been submitted, it cannot be withdrawn or changed.

We'll have to wait for the site's decision. This is logical if we once again realize that an electronic signature simultaneously replaces the signature of the responsible person and the seal of the organization. A package of electronic documents has already arrived at the site via electronic communication channels, similar to a package of paper documents.

Roseltorg will send a confirmation letter to the specified e-mail. Until the email address is confirmed by the organization, the application will not be considered.

Refusal of accreditation of Roseltorg

Now you know how to get accredited at the Roseltorg site. However, according to statistics from the site itself, more than half of the suppliers are refused accreditation by Roseltorg. The mistakes are very different. Since accreditation takes place in accordance with Federal Law 44-FZ, all formalities must be observed.

Most suppliers are accredited by Roseltorg 2-3 times.

Each time you have to wait up to 5 days again. The accreditation process lasts 2-3 weeks. The terms of any auction announced on the site expire during this time.

1. History of creation

In 2005, it became necessary to make the possibility of conducting electronic trading a reality. The question arose about intermediaries and organizers helping to implement this opportunity from the technical side, in accordance with current legislation. This is how organizations began to appear that act as intermediaries in transactions concluded between government agencies and private companies. 2. Trading sections (sectors) on the Roseltorg site

The official website of the Unified Electronic Trading Platform is divided into separate sectors. The Roseltorg agricultural platform makes it possible to sell and buy farm products without intermediaries. 3. Functions of a unified electronic trading platform

  • ensures the conduct of transactions on a personal account to support applications for participation in trading procedures;
  • provides the opportunity to submit requests to procedure organizers; signing contracts;

4. Accreditation for Roseltorg

To participate in trading procedures posted on the Roseltorg website, you must become an accredited participant; for this, by clicking in the “Login to the System” section, you must follow the “Registration” link.

In the registration window, select the appropriate item “Supplier (applicant) and/or customer of Rosatom State Corporation and subordinate organizations”

If you previously purchased an electronic signature, then some data can be filled out using it by clicking on the “Fill out from electronic signature” button, or you can fill out the registration form yourself.

To complete the registration stage, the following documents must be attached to the application:

  • copy of the Unified State Register of Legal Entities/Unified State Register of Individual Entrepreneurs (from legal entities/individual entrepreneurs)
  • the company must provide data on the representative (if he does not exist, then he is usually the manager), attach to this data confirmation of his authority (power of attorney for the representative and an order for the person who signed this power of attorney or an order for the manager)
  • constituent documents
  • document confirming permission to carry out major transactions

After providing all the data, the application will be sent to the operator for consideration, after which a notification about the result of consideration of your application will be sent by email. If a refusal is received, it contains the reason for not being admitted to accreditation on the trading platform. Having corrected the shortcomings, you can resubmit your application for consideration. The review itself takes no more than five working days.

After this, the application for registration of the supplier in the ETP system is considered completed.

5. Services of ETP "Roseltorg"

In addition to operating as an electronic trading platform, Roseltorg offers additional services.

6. Registration and issuance of digital signature

As with all certification centers, purchasing an electronic signature for bidding is not free.
To issue an electronic signature, you must select a service on the website in the “For Suppliers” section. The Unified Electronic Trading Platform provides two options for receiving: issuing an electronic signature and receiving it at the point of issue, which is located in your locality or in the locality closest to you, and an electronic signature with delivery to the office.

The second option, in addition to delivery, includes a specialist visit to set up your workplace, installing all the necessary programs and configuring browsers for work.

After filling out the personal data, a company representative will contact you to clarify the data you provided and tell you the further sequence of actions. After the application for obtaining an electronic signature is accepted, ETP Roseltorg issues an invoice for payment of the tariff you have chosen.

7. Express accreditation

This service is necessary for potential participants who have little time left to participate in any tender. Since an application for accreditation according to Roseltorg regulations is reviewed within 5 working days, and the purchase is completed, for example, in two days, this is a convenient way for suppliers to take part in tenders. Perhaps the application will be processed faster, but not everyone is ready to take the risk, especially if errors are also made in the application itself or during its submission. Express accreditation is paid and takes three hours. This service is also provided by intermediaries and Agents of certification centers.

8. How to participate in an auction on the ETP Roseltorg

An application for participation in an auction under 44-FZ consists of the first and second parts of the application. In the first part, the auction participant expresses his agreement with the terms of the auction. The wording of the consent sounds like consent to perform work, provide services that meet the requirements of the documentation, an electronic auction on the terms provided for by such documentation, as well as information about the quality and functional characteristics of the product.

Such information also includes: technical characteristics, information about safety, size, packaging and shipment of goods, as well as other information, the provision of which is provided for in the auction documentation. This part is filled out automatically on the electronic platform. After the participant has completed both parts of the application for participation in the auction, it is transferred to the operator in the form of two electronic documents. After completing the application, the first part of the application will be sent to the customer for consideration.

The second part, as an electronic document, will be sent to the customer after the auction. Also, do not forget that a participant can submit only one application. If there are several lots in the auction, then the participant submits only one application for participation in each lot. It is important to remember that in order to submit a bid at an auction on time, you must have sufficient funds in your account to secure the bid. The amount of this security is indicated in the procurement information. If there is no security in the auction documentation, then you need to familiarize yourself with the tariffs of the submission site. This applies to commercial sites, since in accordance with Article 59, paragraph 5 of 44-FZ, the operator does not have the right to charge a fee for participation in the auction.

When completing the second part of the application for participation in the auction, the participant provides a certain list of documents and information.
Firstly, it provides information and details of the organization (or individual) participating in the order placement.
Secondly, copies of documents confirming the compliance of goods, works and services with the requirements established in accordance with the legislation of the Russian Federation, if such requirements exist, and provided that the provision of such documents is provided for in the auction documentation.
Thirdly, if the initial maximum price of the contract is higher than the maximum amount specified in the document of consent to carry out a major transaction, which was submitted when accrediting the participant on the electronic trading platform, then in the second part of the application it is necessary to attach a new document that allows you to complete this transaction.

An exception is the situation when such a requirement for the need for such a decision to complete a major transaction is not established by the legislation of the Russian Federation and/or the constituent documents of a legal entity.
Fourthly, other documents within the framework of Article 66, paragraph 5 of 44-FZ. If this is an auction under 223-FZ, then within the framework of the procurement documentation or the customer’s regulations.

9. Submitting an application for the auction

To submit an application to participate in an auction, find the desired auction; to do this, select the “Auctions” section. Do not forget that if you are in the advanced search “My Applications”, then the search will only display those auctions in which you have already submitted applications. Accordingly, if you have not submitted any applications, then the list below will be empty.
Having found the desired auction in the lower right corner, you need to go to the “Apply for participation” section.

A page will open on which all information about the auction will be published. And there will be forms for the first and second parts of the application that need to be filled out. If any part is not completed, the system will not allow you to submit your application. I would also like to note that according to 44-FZ, the electronic platform will offer to automatically fill out the declaration form in the first part.

Also on this page you must attach all the documents that are required in the documentation for this auction. After the application is completed and all necessary documents are attached, it is sent by clicking on the “Sign and submit application” window.

There are two accreditation options: in the role Customer carrying out procurement only for its own needs, and as Organizer of the auction, specializing in e-procurement. However, regardless of this, the following documents will be required for accreditation:

  • For legal entities– an extract (copy) from the Unified State Register of Legal Entities, certified by the seal of the Federal Tax Service department.
  • For individual entrepreneurs– a copy of the extract from the Unified State Register of Individual Entrepreneurs. Certificates must be issued no earlier than six months before submitting the application. Copies of all pages of the passport are also required. If the application is submitted by another person, you must provide a power of attorney for him, which confirms the right to undergo accreditation.
  • Individuals must provide a copy of the entire passport or other identification document, as well as a power of attorney to perform accreditation actions if another person is working with the system. All documents of foreign citizens and companies must be accompanied by a full translation into Russian.
  • A power of attorney or order confirming the authority of the person submitting the application. The document must be certified by the manager’s signature and seal, and it must also bear the date of issue. The validity period of the power of attorney must not exceed 3 years. If it was issued by an authorized person, then there must also be a document confirming the latter’s authority.
  • If the application is submitted directly by the head of the organization, it is necessary to attach a document confirming his authority (decision on appointment to a position, protocol or order).

Scanned documents must be clear and easy to read. It is better if they are in one file in doc, .docx format by copying the document drawing into an open file. The following formats are also accepted: .pdf, .txt, .rtf, .zip, .rar, .7z, .jpg, .gif, .png. The size of one file should not exceed 10 MB.

Too much weight, unreadability, lack of translation and some pages. Documents that are not certified by the seal of the organization and the signature of its head are also considered incorrect. A refusal of accreditation may be issued in the absence of a power of attorney with confirmation of authority, as well as if its validity period has expired.

24 hours before the auction, a link will appear in the column: Transactions: Bargaining. Click and go to the Auction Hall (on Roseltorg it is simply called: Bidding).

10 minute rule

During the auction, keep an eye on the timer (time until the end...), 10 minutes are given per step, if no one takes a step, the auction will end.

At Roseltorg, as well as at other Federal sites under Federal Law 44, there is a regulation according to which, if none of the Participants takes a step, then the Customer has the right to conclude a Contract with the first Participant to submit an Application.

Example: You submit an Application for an auction, and from the Protocol of consideration of the first parts of applications you find out that there are two of you. If you submitted an Application first, you may not rush to make price offers. If time runs out, you are already a winner.
